Forest Policy Document in Albania – 2030.

The Forest Policy Document is a national policy with a sectoral approach. This policy sets forth strategies for the next 10 years. The overall purpose of this policy is to develop the forestry sector, strengthen its conservation and maintain its contribution to a better life for current and future generations. This policy shall apply to forests and forest lands, excluding pastures.
Sustainable use and management of forests will be ensured taking into account the economic, social, legal and environmental factors, with an emphasis on the benefits of forests for humans, food, development and nature. The management of forest areas will be strengthened through biodiversity conservation, ecosystem preservation and protection of the environment. Forest belts will be created to maintain agricultural production, especially for wind-sensitive crops, as well as creating better opportunities for pollination by bees. As a good source of groundwater, forests will be protected for providing filtration of groundwater and providing drinking water and irrigation. The rate of forest degradation will be reduced by preventing illegal logging in order to protect forests and their habitats.
Forestry conservation and management will be strengthened to sustain its contribution to the economy as a tool for rural development and poverty alleviation. Therefore, poverty will be reduced through sustainable forest management by maintaining livelihoods and income generating opportunities, especially in rural areas. Public participation will be encouraged in the forestry sector for the awareness raising and appreciation of forests as an asset for future generations.
This document has been prepared based on FAO methodology and guidelines, considering public participation in the process of drafting this document policy, and respecting the equality and effectiveness of gender mainstreaming during the drafting process as well as in conceiving policy directions for forests. This document includes sections on the existing state of forests in Albania, the governance of forestry sector, long-term goals, key policy directions, implementation measures, priorities and their feasibility, and planning the implementation of policy document. Furthermore, the legal framework will be strengthened by drafting new legislation and bylaws. The information dissemination and data collection systems will be developed and forest inventory will be updated with accurate information. Modern infrastructure will be developed and innovative technologies will be adopted. Moreover, an efficient and effective institutional organizational system will be established to operate according to standards and best practices, functionally organize with information, knowledge and appropriate professional and managerial capacity.
Disaster risk reduction and management will be incorporated into the forestry management to prevent forest losses and deforestation due to erosion, flood, diseases, pests and fires. Afforestation will be promoted with regards to the carbon sequestration potential of forests. In addition, forest areas will be expanded to prevent erosion and flood in cases of heavy rainfall, especially along river beds.
