Abstract
This Instruction defines necessary criteria and terms regarding the recognition of areas that are officially proclaimed and registered as "clean from plant pests". This text gives specific definition of quarantine plant pests, among interactions with designated clean areas in case of certain risks, monitoring tasks and inspection. Endangered areas and their interaction with hygiene matters are also here considered. The Responsible Structure for Plant Protection in the ministry maintains a list of areas of clean and corresponding quarantine parasites of these clean areas. Certification and its control tools and machinery for the application of plant protection products in professional use are subject to technical controls, according to the provisions of the Decision No. 317, dated 15 May 2019 on the approval of the rules for the sustainable use of plant protection products and qualification criteria for users.
