Law n. 75/2019 on youth.

This Albanian Law aims to protect the rights of young people in a comprehensive way, creating the necessary conditions for the activation, participation and support of young people, defining the functions and competencies of institutions at the central and local level, such as and cooperation with organizations operating in the field of youth. The purpose of this Law is to define activities, mechanisms and authorities responsible for the protection and promotion of the rights of young people in the Republic of Albania and the Albanian youth in the diaspora, as well as the financing of youth activities, within the framework of the right of young people to special protection from the state.
Support and empowerment of young people is based on the following principles: a) the principle of equality and non-discrimination, sanctioned by the Constitution Republic of Albania, other international acts ratified by the Republic of Albania and legislation in force; b) the principle of equal opportunities and guaranteeing the participation of young people in policy-making and decision-making processes in the fields of education, scientific research, policies financial, employment, volunteerism, protection of social inclusion, health, culture, sports, environment, tourism, justice, internal and external affairs, integration and defense, information technology, entrepreneurship and other areas that encourage youth development; c) the principle of freedom of organization of youth initiatives and self-governance organizations; d) the principle of subsidiarity. This Law further guarantees the protection of young Albanian citizens with residence on the territory of the Republic of Albania, as well as of young foreign citizens or stateless persons who have requested international protection, according to the legislation in force on asylum in the Republic of Albania, as well as foreign citizens with regular residence for different reasons, according to the legislation in force for foreigners.
