Abstract
This Law outlines the legal framework for sanitary inspections aimed at protecting public health from harmful environmental and occupational factors. It establishes the Sanitary Inspectorate under the Ministry of Health and Environment Protection as the highest sanitary inspection authority. The law explicitly excludes food and animal feed inspection from its scope. These are regulated by a separate institution responsible for official food and feed control.
The law assigns the responsibility for sanitary inspections to the health inspection structures under the Ministry of Health, supported by public health institutions at both central and local levels. These bodies are tasked with monitoring and enforcing hygiene and health standards across various sectors, including industrial facilities, educational institutions, public services, and transportation hubs. Specific provisions detail the authority of inspectors to conduct inspections, issue penalties, and even suspend or close operations that pose health risks.
The law establishes a detailed regime of administrative offenses and penalties for violations of sanitary norms. These include fines for issues such as poor hygiene, unsafe drinking water, improper waste disposal, and failure to comply with health inspection directives.
