Abstract
This Albanian National plan for civil emergencies here sets general indications and planned actions that are all aimed at helping prevent, alleviate, respond and recover from any negative impact of emergencies and/or disasters that may affect people's lives, living things, property, cultural heritage, communities and the environment. This text further ensures the conditions for public administrations, economic entities and the population to move from normal living and working conditions, to an emergency situation, with minimal losses; it enables the provision of state resources in order to guarantee public safety and the continuity of the national economy. Specific objectives of the plan are as follows: I. Harmonization with international and regional best practices; II. Providing supporting information to all interest groups in order to use common terminology, definitions and concepts; III. Preparation of a current and realistic plan, which is suitable for all interest groups with a special focus on the most vulnerable groups; IV. Preparation of a plan that will provide information on reducing the risk of hazards and protecting the vulnerable population; V. Presentation of procedures and information in order to coordinate resources in a safe, effective and efficient manner during the response to emergencies.; VI. Providing the context for the transition to the post-emergency recovery phase and providing assistance for the continuity of the government, businesses and services. This Plan identifies the most critical hazards that have a high potential for a negative impact on the country's development: floods, technological-biological (human-caused/processes), landslides, earthquakes, dam breaches, massive fires, avalanches. Also as here stated all national Emergency and disaster Agencies must ensure the training of their authorized or planned emergency managers. Emergency managers can use several processes to make decisions. Decisions can be broadly grouped into two main categories: - Intuitive decision-making, which can include conditional processes and cognition-based decision-making or analytical decision-making.
Common objectives for all participants identified under this Plan are as follows: I. Rescue and protection of people's lives; II. Alleviation of suffering; III. Limiting the emergency - limiting the escalation or spread and mitigating its impacts; IV. Providing warnings, advice and information to the public and businesses; V. Protecting the health and safety of staff involved in the response phase; VI. Protection of the environment; VII. Protection of property, if possible; VIII. Maintaining or restoring critical activities; IX. Maintaining normal services at an appropriate level; X. Encouraging and facilitating self-help activities in the communities of present population.
