Normative Act on transparency and price monitoring for some basic food products and other related products as a result of the special situation created in the market.

The object of this Normative Act is to define the rules for transparency and monitoring of the price of some basic food products and other related products as a result of the special situation created in the market, pursuant to point 3, of article 11, and point 1, of article 17, of the Constitution. A special situation, in the sense of this normative act, are all those cases which create emergency situation when the market of some basic food products and other related products with them, according to the list determined by the Board, characterized by: a) significant increase in their price in the market; b) significantly reducing the average imports of basic food products and related products, compared to the average monthly imports of the calendar year precursors, due to shortages in the international market; c) lack of products in an argumentative manner to such a degree that the consequences of unfavorable caused by this situation cannot be avoided or prevented without determination of measures, in accordance with this normative act; d) any other situation created in the international market, which has brought distortions to the local market. The special situation is announced by decision of the Council of Ministers.
