Abstract
The Inter-sectoral strategy of rural and agricultural development 2014-2020 is supplemented with a specific ‘Integrated program of rural development for one hundred villages’ as determined in the list attached to the decision. The program aims to coordinate the interventions in the rural space of the hundred villages according to the cross-sectoral and multi-actor approach. The integrated rural development will target measurable objectives for the development of rural space and will built upon a centralized focus of the public, private, and donor investments in the collective space of the hundred villages with high potential for socio-economic development, rural agro tourism, and cultural heritage.
The objectives of this program are: I) Improvement of public infrastructure (roads, urban spaces, public services, environmental, tourist infrastructure, etc); II) Economic development through diversification of economic activities (including the improvement of tourist potential in rural areas); III) Improvement of the social and human capacities (support for community groups, users’ associations, civil society in rural areas, professional training for youth and women, support for cultural heritage, promotion of traditional knowledge, etc).
The 100 Villages program will reduce poverty by increasing rural employment through the diversification of employment opportunities. To this end, the efforts will focus on: Establishment of the Albanian agro-tourism network, Network of the traditional products incubators, Network of traditional products shops/markets. The beneficiaries include the farmers and farmers groups, the local government entities, the NGOs and the agricultural cooperation societies.
The Integrated Program of Rural Development- 100 Villages will be implemented during 2018-2020. Regarding governance, the program will be administered through the Interministerial Commission for the 100 Villages Program while the development projects will be implemented by the municipalities, other regional agencies, the National Tourism Agency, etc. The indicators that will be used for its monitoring and evaluation will include the number of newly created jobs, percentage of youth and women in the new jobs, the number of projects in infrastructure improvement and public services, the number of new agro-tourist enterprises, etc
