Abstract
This Regulation establishes the National Authority of Mine Safety and Emergencies (NAMSE) as a public legal entity headquartered in Tirana and under the ministry responsible for mineral activities. The NAMSE services are focused on issues of safety, emergencies, and rescue operations in mine and hydro energy activities. The main duties and responsibilities include inspection of mining and underground mining operations to ensure satisfactory observation of safety and health regulations during mining operations, monitoring and oversight of closed and unused mines, emergency preparedness and response, assessment and termination of mining operations in abandoned mines, and record keeping for every subject involved in mining operations and underground work in hydro energetic works, etc.
Further, the Regulation enumerates various technical commissions of different focus set up within NAMSE. The Ministry of Infrastructure and Energy and the NAMSE bear responsibility for the implementation and enforcement of this regulation.
