Abstract
This Regulation establishes the Water Resources Management Agency (WRMA) as a state-funded public legal entity headquartered in Tirana under the authority of the Prime Minister. Its mission is competent water resource management for the purpose of meeting population demand while respecting ecosystems’ sustainability, promoting competing uses, and prioritizing for economic benefits. WRMA is established and functions in compliance with this regulation and pursuant to Law 111/2012 on the Integrated Management of Water Resources, as amended. The Regulation is composed of the following sections: Section I – General Provisions explaining Agency’s mission and legal framework; Section II- Organization and Functioning of the WRMA and Water Basins Administration Offices laying down provisions regarding the two-tier configuration of the Agency, both at central and water basin levels, its management structures including the General Director reporting directly to the Prime Minister, and internal rules on staffing and procedural matters; Section III- Duties and Responsibilities of the Agency and the Water Basin Administration Office enumerating duties and responsibilities with regard to formulation of policies, strategies, plans, and projects for sector development, regulation of water sector, and water sector economic and financial aspects; and Section V- Final and Transitory Provisions laying down requirements to address authority and enforcement issues up to the Agency de facto start of operations.
