Abstract
The Regulation approves the financial agreement reached between the Republic of Albania and the European Commission regarding IPARD II- Instrument for Pre-Accession Assistance for Rural Development in Albania. With the rural development component of the Instrument for Pre-accession Assistance (IPA) II, Albania is assisted through a particular instrument called IPARD II. Its objective is two-fold: i) to provide assistance for the implementation of the European legislation concerning the Common Agricultural Policy, and ii) to contribute to the sustainable adaptation of the agricultural sector and rural areas in Albania.
To make agriculture and fisheries more productive while at the same time reduce rural poverty through generating new rural employment opportunities the measures that the European Commission has entrusted Albanian authorities with budget implementation tasks under IPARD II include: i) investments in physical assets of agriculture holdings; and ii) farm diversification and business development and iii) technical assistance and training. Further, in order to enable more inclusive and efficient agricultural and food systems IPARD II assistance will support commercial small and medium scale production and processing enterprises through technical assistance and investments in physical assets concerning processing and marketing of agricultural and fishery products. In total, the financial assistance for the period 2014-2020 will be EUR 71 million whereas the national contribution will reach approximately EUR 23 mil.
Regarding governance, the policy/agreement establishes that the budget implementation framework includes the National IPA coordinator, the National Authorizing Officer, the NAO Supporting Office, the National Fund, the Managing Authority, the IPARD Agency, and the Auditing Authority. Detailed descriptions for each of the entrusted measures supported by the IPARD II programme can be seen at www.bujqesia.gov.al.
