Abstract
This Agreement regulates legal relations connected with the circulation within the Union of seeds of agricultural crops, with the exception of seeds of agricultural crops, the genetic program of which contains genetically engineered material. Circulation of seeds of agricultural crops within the Union is carried out in the presence of documents containing information about their variety and sowing (planting) qualities and issued in Russian language and state language(s) of the member-state (if it is stipulated by the legislation of the member-state). If the seeds of agricultural crops are treated with chemical or biological preparations, their circulation within the Union shall be authorized in packaged form if, in addition to the documents mentioned in subparagraph one of this paragraph documents also information in Russian and in the official language language(s) of the Member State (if it is stipulated by the legislation of the member-state) on the name of chemical or biological preparation stated in the accompanying documentation for these seeds and on their label. Member States shall recognize documents containing information on the varietal and sowing (planting) qualities of seeds of agricultural crops, issued by other member states, according to the list approved by the Eurasian Economic Commission on the basis of proposals of member states. In order to provide information support for activities associated with the circulation of seeds of agricultural crops within the Union, the Commission shall form a unified register of varieties of agricultural crops. In order to unify approaches to carry out varietal identification of agricultural crops, determining varietal and sowing (planting) qualities of seeds of agricultural crops, the member states shall ensure application of unified methods determined by the Council of the Commission.

Entry into force notes
This Agreement shall enter into force 30 calendar days after the date of receipt by the depositary through diplomatic channels of the last written notification of the completion by the member States of the domestic procedures necessary for its entry into force.
