Agreement on cooperation of the member states of the Commonwealth of Independent States in the field of prevention and liquidation of emergency situations.

The legal basis for cooperation of the Parties in the field of prevention and liquidation of emergency situations shall be the universally recognized principles and norms of international law, international obligations and legislation of the Parties, and this Agreement. In the event of an emergency or the threat of its occurrence in the territory of one of the Parties, this Party may request assistance from the other Party or Parties. The Parties render each other assistance in accordance with their capabilities and on the basis of voluntary actions. The conditions for the provision of assistance are determined in each specific case by agreement between the requesting and the providing Parties. The cooperation shall be carried out in the following basic forms: (a) mutual notification of emergency situations; (b) forecasting and monitoring of emergency situations; (c) planning and implementation of measures for the prevention and elimination of emergency situations; (d) exchange of experience in organizing the preparation of the population for operation in emergency situations; (e) exchange of information on the prevention and elimination of emergencies, periodicals, methodical and other literature, video and photographic materials; (f) organization of joint conferences, seminars, workshops, exercises, trainings and specialized exhibitions; (g) training of specialists on a contractual basis, exchange of trainees, teachers, scientists and specialists; and (h) implementation of other activities in the field of prevention and liquidation of emergency situations, which is coordinated by the competent authorities of the Parties.
