Decision No. 45 of the Council of Eurasian Economic Commission validating Technical Regulation “On safety of packed potable water, including natural mineral water”.

The scope of this Technical Regulation “On safety of packed potable water, including natural mineral water” shall be to protect human life and (or) health, property, environment, life and/or animal health and plants, prevent misleading actions for the consumers regarding the purpose and safety of the packaged potable water. It establishes mandatory requirements for enforcement and application on the customs territory of the Eurasian economic union related to safety of packed potable water destined for trade and vending to the consumers, mandatory requirements for manufacturing, storage, transportation, labelling, recycling and circulation of packed potable water. This Technical Regulation applies to: (a) packaged potable water classified as food product put into circulation in the customs territory of the Union and intended for sale to consumers, including: natural mineral water (including table natural mineral water, medicinal-table natural mineral water and medicinal natural mineral water); blended potable water; treated potable water; natural potable water; potable water for infant food; artificially mineralized potable water; and (b) processes of production, storage, transportation, trade and recycling of packaged drinking water. Packaged potable water released into circulation in the customs territory of the Union, when used as intended during its shelf life and in compliance with storage conditions should not harm human life or health. Packaged potable water must comply with requirements of this technical regulation and the requirements of other technical regulations of the Union (Customs Union), which it applies to.
