Decree No. 163 of 1991 "on enactment of Regulations on providing credit and on the financing of farms".

This Decree of the Council of Ministers provides for procedures for the granting of credits by banks to farms. Farmers who are land-owners shall open a bank account in accordance with article 1. Banks shall extend short-term credits to cover current production costs and long-term credits for construction and acquisition equipment, formation of herds, etc. in accordance with articles 5 to 12. Sources of finance and terms of contracts for land reclamation, construction of roads and other infrastructure shall be regulated by Decree.
