Supreme Soviet decrees that Water Code is applicable to relations that will originate after the enactment of Water Code. Water Code is applicable to relations originating before the enactment of Water Code as regards to rights and duties that would originate after entry into force of Water Code. Decisions adopted by the respective authorized institutions within their plenary powers regarding concession of water objects that have not been implemented by the date of the enactment of Water Code must be implemented in accordance with the requirements of Water Code.
