Abstract
Energy Policy until 2040 is a nationwide policy document approved by the Government. The objectives of the Energy Policy shall be the achievement of diversification of energy supply, high level of energy independence, energy saving, safe and reliable energy supply based upon innovations, maximum use of renewable energy and extension of the design term of the nuclear power plant.
High-voltage power transmission networks are state-owned, their normal development is one of the issues of strategic importance in the field of energy. The development of the high-voltage transmission network includes two groups of activities aimed at modernizing the existing infrastructure and expanding the transmission network. The first group of measures is aimed at modernizing the overhead lines of the OHTL substations, and the second group of measures is aimed at the new integration of the system capacity, automation (expansion of the SCADA system), as well as the introduction of a system for monitoring the reliability of the power system.
The transition to a new market model will take place over the next few years, with the long-term goal of full market liberalization. The new market model already at this stage will be based on modern rules for electricity trading, will work through the balance of supply and demand, and will determine the mechanisms of responsibility of market participants in trading.
The Government of the Republic of Armenia prioritizes energy saving as a means of increasing the country's energy security, economic competitiveness and environmental protection, as well as reducing the negative impact of global warming. The policy pursued by the Government of the Republic of Armenia is to promote energy saving in all sectors of the economy.
Expected results: (a) self-sufficient, highly reliable, export-oriented, modern technological equipment, modern infrastructure, electric power system with an annual output of about 12 billion kWh; (b) regional energy hub, energy systems of neighboring countries connecting the common electricity market of the Eurasian Economic Union; (c) liberalized electricity market based on the best world models; (d) economical use of renewable energy sources in accordance with all environmental standards; ensuring the maximum possible increase in the share of renewable energy in the energy mix with a share of at least 15% of solar energy in 2030; (e) large-scale introduction of energy-saving measures to improve energy efficiency, introduction of energy-saving and energy-efficient technologies in the context of the transition to a green economy; (f) - peaceful development of nuclear energy, in particular the construction of a new nuclear power unit in Armenia; (g) balanced, predictable tariffs for consumers with reliable, uninterrupted, high-quality energy supply and normal operation of the energy system; and (h) diversification of primary fuel and energy resources, in particular, natural gas supply routes to Armenia, guaranteeing at least two technological inputs of gas into the country.
