Government Decision No. 226 determining the list of plant varieties subject to mandatory certification, certification period, procedure and forms to that purpose.

The procedure for seed certification regulates the processes and procedures for assessing the quality of crop seeds and marketing them in the national territory, and defines the forms used for that purpose. Seed certification is carried out by the Ministry of Economy through the state non-commercial organization "Center for Agricultural Research and Certification". The objectives of seed certification are: (a) guaranteeing high quality of seeds produced and marketed in the national territory (varietal purity, varietal identity, germination, free from pathogens of diseases and pests, low contamination with weeds and other (neutral) substances); (b) increasing the efficiency of cultivation of agricultural crops in the national territory; (c) compliance of procedures related to crop seed certification, seed quality assessment, and marketing with international standards; and (d) contributing to the production of high-quality and competitive seeds in the international market and thereby creating effective conditions for the activity of legal entities and natural persons producing and selling seeds in the national territory, as well as their participation in the international seed market. Seeds of all plant varieties or hybrids registered in the list of plant varieties of plants authorized for use shall be subject to mandatory certification. Seeds of plant varieties or hybrids that are not registered in the list of plant varieties and hybrids authorized for use cannot be certified. Tables NN 1-7 contain the forms used for the purpose of seed certification. For certification purposes, each batch of seed is labelled and sealed by the sampler. Used labels are not subject to reuse. Seeds can be repackaged in any size container with new labels attached.
