Abstract
Anti-corruption Strategy is a nationwide multi-sectoral policy document aimed at formation of public intolerance and attitude of inadmissibility towards corruption with a view of ensuring sustainable development of the country and protection of human rights. The goal of this Anti-corruption Strategy shall be to implement the rule of law and to combine efforts countering corruption both at internal and international levels and detecting corruption schemes. The commitment of the Government shall be the priority issue of fighting the corruption, particularly in the public administration.
The objectives of Anti-corruption Strategy shall be as follows: (a) elimination of causes and conditions leading to corruption; (b) joint efforts of civil society and citizens in the realization of common goal; (c) use of institutional tools for countering corruption; (d) adoption of anti-corruption legal acts; and (e) gradual overcoming of corruption.
Prevention of corruption shall be performed by the following means: (a) income declarations by public officials; (b) prevention of conflict of interest; (c) requirements for incompatibility with public service; (d) transparency; (e) accountability; (f) anti-corruption educational programs; (g) establishment of special anti-corruption court; and (h) ethical code of conduct for public servants.
Corruption situation analysis shall be performed through public opinion polls, social surveys and public awareness campaigns.
