Governmental Decision No. 489-N regulating transportation and transfer of hazardous waste in the process of trade between member states of Eurasian Economic Union and validating the procedure for issuance of license (permit) for transportation and transfer of hazardous waste.

This Governmental Decision establishes the procedure that regulates transportation and transfer of hazardous waste in the process of trade between member states of Eurasian Economic Union and validating the procedure for issuance of license (permit) for transportation and transfer of hazardous waste. Transboundary transfer of hazardous waste for waste disposal and (or) treatment (neutralization) thereof shall be prohibited. In order obtain license (permit) legal entity of waste owner shall submit to the licensing authority written application containing the following documentation: (a) location; (b) state registration number; (c) identification data; (d) copy of contract for import-export of hazardous waste; (e) consent of the competent body of the territory of destination of cargo of hazardous waste; and (f) copy of receipt of state fee payment. The period of validity of license (permit) shall not exceed one year.
