Governmental Decree No. 1343-N validating the procedure for formation, recycling and use of waste.

This Governmental Decree validates the procedure for registration, generation, removal (disposal, destruction) and recycling of waste. Waste shall be subject to mandatory quantitative and qualitative accounting. The aforesaid procedure shall be applicable to business entities and individual entrepreneurs (organizations) that shall be obliged to perform the aforesaid accounting and also initial accounting of waste transferred to and received from other persons. Waste shall be accounted for by the volume and the volume of recyclable material formation. Waste accounting system includes: (a) initial (primary) accounting of wastes at the locations of their generation; (b) unified accounting of waste in organizations; and (c) waste inventory. Waste accounting shall be carried out on the basis of the actual volume of waste generation. Waste collection shall be intended total waste accounting based upon initial (primary) accounting of waste. Waste inventory shall be performed at least once a year in conformity with quantitative and quantitative waste indicators.
