Abstract
This Law sets out the legal framework governing responsible treatment of domestic animals, stray animals, service animals, and animals used in exhibitions, sports or entertainment. It defines the categories of animals and related concepts, including animal keepers, shelters, breeding facilities, and animal identification documents. It establishes that the relevant relations are regulated by this law and other legal acts, and provides that international treaty provisions prevail where applicable. The scope excludes relations connected with agriculture, hunting and harmful animals.
The Law establishes the system of state administration and oversight in this field, including the powers of the Government, authorized state bodies and local self-government authorities. It provides for the development and implementation of state policy, approval of programs on animal health protection and control of stray animal reproduction, and regulation of shelter construction and operation. It also provides for the creation of a centralized system for identification and registration of animals, including the use of microchips and passports, and establishes mechanisms for public oversight by citizens and non-governmental organizations.
The Law sets out requirements for responsible treatment of animals, including general principles on humane treatment and recognition of animals’ sensitivity to pain. It regulates the keeping, care, identification, breeding, sale and use of animals, including specific obligations of animal keepers to ensure appropriate conditions, veterinary care, disease prevention, and control of reproduction. It establishes prohibitions on acts of cruelty, abandonment, harmful training and certain breeding practices, and provides rules for the capture and handling of stray animals, including sterilization and vaccination. It also regulates the operation of shelters, the use of animals in events, the use of service animals, and sets rules on euthanasia, as well as the collection and disposal of animal carcasses.
