Law No. HO-135-N on Food Safety.

This Law regulates relations concerning the safety of food, materials and articles in direct contact with food, and activities at all stages of the food chain, including production, processing, storage, transport, import, export, circulation and services in trade and public catering. It applies to persons engaged in the production and circulation of food and related materials and does not apply to food prepared for personal or family use, to food in transit where it does not pose a risk to human health or the environment, or to food produced for scientific or educational purposes not intended for placing on the market.
The Law lays down provisions relating to state policy in the field of food safety and defines the powers of the Government, including the adoption of state programs and the establishment of requirements for the import, export, production and circulation of food and materials in direct contact with food, as well as sanitary and hygiene requirements, labeling requirements and requirements for registration. It provides for the competent authority responsible for control in the field of food safety.
The Law provides that systems based on hazard analysis and control at critical points are applied in food production and circulation, together with hygiene and production practices. Food and materials in direct contact with food are considered hazardous where they do not comply with safety and hygiene requirements, where documents confirming safety are absent, or where the period of fitness for use has expired. Such products are subject to withdrawal from circulation and to utilization or destruction in accordance with established procedures.
The Law establishes requirements for food production, including compliance with technological instructions and the use of permitted substances, and prohibits the use of substances not allowed by legislation. It provides that certain categories of food are subject to state registration. It further establishes requirements for traceability of food and regulates labeling, including mandatory information and the requirement that labeling be provided in the Armenian language, and prohibits the circulation of food that does not comply with labeling, safety or packaging requirements.
