Abstract
This Law regulates activities subject to licensing. It shall not be applicable to subsoil pertaining to state property and environmental permits (licensing). The following activities shall be subject to mandatory licensing: (a) pedigree stockbreeding; (b) energy production and distribution; (c) management of nuclear materials and radioactive waste; (d) nuclear energy production; (e) processing, recycling, storage, transportation and disposal of hazardous waste; and (f) processing of foodstuffs. Licences shall be issued for each separate activity and shall be valid throughout the national territory. Licence holders shall observe ecological, hygienic, sanitary, epidemiological and fire safety requirements. Licences must contain the following data: (a) name of the licensing authority; (b) licence number; (c) date of issue; (d) name and location of natural or legal person; (e) location of the production site; (f) period of validity of licence; and (g) signature of the authorized official and seal of the licensing authority. Licences shall be classified as simple and complex. Simple licences shall be issued within three days of filing an application and shall be open-ended. Complex licences shall be issued within 30 days of filing an application and shall be open-ended if not otherwise envisaged by the law. Import, export or wholesale of industrial hemp, and also industrial hemp production shall be subject to mandatory licensing. Potable water supply shall be subject to mandatory licensing.
