Order No. 267-N of the Minister of Environment validating model forms of licenses for timber extraction and forest licenses and the procedure for their issuance.

This Order regulates the relations of filling out, issuing, recording and maintaining a logging permit confirming the right to harvest and remove natural timber and secondary forest material from forests and forest lands, as well as a forest permit confirming the right to use the forest for non-profit purposes, in forests and forest lands established by the Ministry of Environment, as well as state non-commercial organizations managing protected areas. Logging and forest tickets are documents subject to special registration, which have a printed six-digit numbering starting from 000001 and are made up of three copies. For each type of logging operation or secondary forest use, the forest user shall be issued a separate logging or forest permit. Logging and forest permits are documents subject to special registration, on the basis of which the following functions are carried out: (a) accounting of purchased timber by construction timber, firewood, sawdust and twigs; (b) accounting of harvested non-timber forest products, including fruits, berries, nuts, mushrooms, edible and medicinal plants, technical raw materials, as well as beehive placement, mowing and grazing; (c) calculation and accounting of the amount paid for harvested timber and non-timber forest products; and (d) implementation of control by the authorized state administration body, as well as the organization, over timber extraction by the forest user and forest use defined by forest tickets.
