State Support Program for the Promotion of Autumn Wheat Production for years 2020-2021 is a multi-sectoral nationwide policy document. The scope of this State Support Program is to mitigate the economic effects of the coronavirus. The Program aims to increase the availability of seeds with high agro-economic indicators, increase yields, stimulate crop rotation and increase sown areas (including through the use of uncultivated lands), as well as increase the amount of local autumn wheat and the incomes of economic entities by partial subsidy provided to legal entities or by compensating the price of autumn wheat seed.
The Program has two objectives: (a) to prove that wheat production can be a profitable activity with a certain financial investment using quality seeds; and (b) to change the attitude of the farms by enabling them to plan the financing of the acquisition of quality seeds for the next year at the expense of their own financial resources generated from the alienation of the harvest received each year, based on the evidence gained from the support received from the state.
Beneficiaries of the Program may be the farmers cultivating wheat fields of 2-20 ha in the regions mentioned in point 2 of this Program, moreover, the total amount of seeds acquired by each beneficiary within the framework of this Program may not exceed 7000 kg (1 ha maximum 350 kg).
Seeds obtained within the framework of the program must be sown by November 1 of the given year. The Ministry shall provide the suppliers with the information on the demand for seeds received from the regional administrations by July 22 of the given year. The suppliers should sell within the framework of this Program only for sowing in the regions mentioned in point 2 of this Program. Beneficiaries can purchase seeds under the Program only from suppliers included in the list published by the Ministry (except when the beneficiary imports seeds for sowing). Suppliers must sell seeds within the framework of this Program from July 27 to October 15 of the given year. Suppliers who are beneficiaries must import seeds by October 15 of the year in order to sow. The supplier provides copies of certificates to the beneficiary for each batch of seeds sold. The supplier is responsible for the quality of seeds sold under this Program. In case of subsidy or compensation, a subsidy or compensation agreement is signed with the supplier who is beneficiary (in case of sowing imported seeds) within 10 working days, after which the subsidy or compensation amount is transferred to the relevant accounts within 5 working days.
