Abstract
This Technical Regulation establishes safety requirements (including sanitary, epidemiological, hygienic and veterinary requirements), for foodstuffs related to identification/traceability, quality assessment, packaging, labelling and processing thereof. The scope of Technical Regulation shall be protection of human life and health, prevention of fraudulent practices and environmental protection. Foodstuffs circulating on the territory of Eurasian Economic Union must be safe and free of pests, infections and toxins that are hazardous for human beings. In the process of manufacturing foodstuffs must be applicable procedure based upon HACCP principles. Alimentary raw materials and foodstuffs ready for use must comply with technical regulations and standards adopted by Eurasian Economic Union member states. Slaughtering of productive animals must be performed at specialized facilities by methods ensuring animal welfare. Compliance of foodstuffs with this Technical Regulation shall be performed by fulfilment of its quality and safety requirements for foodstuffs. Compliance assessment of foodstuffs shall be performed in the following forms: (a) certification of conformance; (b) state registration of specialized foodstuffs; (c) state registration of new foodstuffs; and (d) veterinary and sanitary expertise.
