Abstract
This Action Plan aims to establish the priorities and projects for the development of the Energy and Water Sector in the next 5 years, in execution of the Government Programme, through 3 main programmes for each sector. At the energy level: Expansion of Access to Electricity; Optimization and Sustainable Management of the Electric Sector and Private Participation in the Electricity Sector. At the water level: Expansion of Water Supply, Sustainable Management of the Water Sector and Rehabilitation/ expansion of Collection Systems and Wastewater Treatment. This Action Plan is structured in 5 main chapters. The initial chapter recalls the goals of the Government Programme and establishes the orientations, programmes and goals that should guide and organize the action throughout the period. There is a specific chapter for each sector (energy and water), in which the current status and ongoing projects are showcased, the priority projects to integrate the Public investment Programme are defined, the priority projects for private sector participation are identified and improvement measures to the institutional framework and operational effectiveness of the sector are established. The financial programming which stems from the ongoing projects and to be launched is summarized in a stand-alone chapter where the funding sources and their requirements are identified as well as the impact in terms of regulation and tariffs to ensure the sustainability of the sector. Finally, short-term actions whit the highest priority and urgency are presented.
The Long-Term Development Strategy “Angola 2025” establishes important objectives for which the energy and water sector is called upon to give an important contribution, namely: Promote human development and well-being of Angolans; Ensure a high rate of economic development; Develop harmoniously the national territory; Promoting equitable and sustainable development; Promoting a competitive insertion of Angola in the world economy. The new governance period will run until 2022, approaching the horizon of 2025. The definition of Programmes and Projects shall take into account the long-term development strategy “Angola 2025” and specific vision for the energy sector presented in the reference document “Angola Energy 2025”. For the energy sector the main objective is to reach a 50% of nationwide electrification rate by 2022, which corresponds to reaching a total of 2.6 million of customers by 2022. For the water and sanitation sector the main objective is to reach and expand the water supply in urban areas, municipality capitals and rural areas in order to increase the current coverage of the service.
