Abstract
The purpose of this Convention, signed in Benguela on 18 March 2013, is to promote a coordinated regional approach aimed at promoting the long-term conservation, protection, restoration and improvement, as well as the sustainable use of the Benguela Current Large Marine Ecosystem to provide environmental and socio-economic benefits. The Convention applies to all areas under national sovereignty and jurisdiction, in accordance with the United Nations Convention on the Law of Maritime Affairs of 10 December 1982, delimited by the high tide level along the coastal regions of the Parties. This Convention applies also to all human activities, aircraft and vessels under the jurisdiction or control of either Party, to the extent that such activities or operations of aircraft and vessels have resulted or may result in negative impacts. The Parties will be guided by the following principles: a) Cooperation, collaboration and equality of sovereignty; b) Management and sustainable use of marine resources; e) Precaution; d) Prevention, avoidance and mitigation of pollution; e) Polluter pays principle; and f) Protection of biodiversity in the marine environment and the conservation of the marine ecosystem.
