Abstract
This Decree establishes a regulatory framework on the importation and use of genetically modified (GM) organisms in Angola, grounded in the precautionary principle due to potential risks to human health, animal health, agriculture and the environment. It responds to the absence of a national biosafety system and aims to prevent contamination of local biodiversity and agricultural systems. The Decree generally prohibits the introduction of genetically modified seeds and grains into national territory, while allowing limited exceptions for food aid, subject to strict authorization by the competent agricultural authority. The Decree establishes control and biosafety measures governing imports, including mandatory prior authorization, certification requirements, and verification procedures, as well as testing in designated laboratories when necessary. It also requires that genetically modified food aid be milled upon arrival to avoid environmental contamination. The framework further provides for sanctions in cases of illegal importation, including confiscation and fines, with confiscated products to be processed and distributed for social purposes. Additionally, it allows the use of GM organisms for scientific research under specific regulatory conditions, anticipating the future establishment of a comprehensive national biosafety system.
