Executive Decree No. 132/26 approving the Regulations on Industrial Development Hubs.

This Executive Decree approves the Regulation governing Industrial Development Hubs (Pólos de Desenvolvimento Industrial – PDI) in Angola. The primary objective of the decree is to operationalize and detail the legal framework for the creation, organization, management, and functioning of these industrial zones, by defining procedures for the selection of managing entities, the implementation of projects, and the allocation and management of land rights. It aims to provide legal certainty, transparency, and structured governance for industrial development, ensuring that both public authorities and private investors operate within a clear and coordinated regulatory system aligned with national industrial policy. The decree further seeks to promote industrialization and economic development by establishing conditions for investor access, infrastructure development, environmental and social management, and monitoring and oversight mechanisms. It defines rights and obligations for all actors, including managing entities, investors, and public authorities, while introducing instruments for planning, performance monitoring, and regulatory enforcement. By ensuring non‑discrimination, sustainability, and efficient land use, and by fostering investment, innovation, and competitiveness, the regulation aims to strengthen industrial capacity, attract investment, and support long-term economic growth within a structured and controlled development framework.
