Abstract
This Executive Decree establishes terms and procedures for consulting Local State Administration Bodies within the process of granting mining rights in Angola. The main objective of the decree is to strengthen the legal certainty, transparency, and procedural integrity of mining concessions by formally integrating local administrative authorities into the decision-making process. It aims to ensure that the granting of mining rights takes into account public interests and the specific conditions of the geographical areas concerned, while aligning with the requirements of the Mining Code. The decree further seeks to guarantee the participation of local communities and authorities by establishing mechanisms for consultation, including the issuance of binding opinions on matters affecting community assets such as cultural, historical, or material goods. It also promotes the inclusion of local stakeholders in the selection and implementation of social responsibility projects linked to mining activities, requiring community engagement and coordination with traditional authorities.
