Executive Decree No. 65/26 approving the Statute of the Integrated Centre for Employment and Vocational Training of Tômbwa.

The Executive Decree primary objective is to approve and establish the Statute of the Integrated Technological Training Centre of Rangel (CINFOTEC Rangel), thereby providing a modern legal and organizational framework that regulates its structure, functions, and internal operations. It responds to the need to align the Centre with the new policies and challenges defined by the Angolan Executive in the field of professional training, ensuring compliance with the National Vocational Training System Law (Law No. 16/24). It grants CINFOTEC Rangel administrative, financial, and patrimonial autonomy while placing it under the methodological and technical supervision of the National Institute for Employment and Vocational Training (INEFOP) and the tutelage of the Ministry of Public Administration, Labour, and Social Security. Additionally, the Decree aims to strengthen the Centre’s capacity to deliver high‑quality vocational training by defining its competencies, areas of intervention, and internal governance mechanisms. It outlines the services to be provided—such as professional training, consultancy, and support to local companies—while also establishing the institution’s organizational organs, operational divisions, and personnel framework. It further regulates financial management, accountability procedures, and performance evaluation systems, ensuring transparency and efficiency in the Centre’s operations.
