Abstract
The overall objectives of the Extension and Rural Development Programme (PEDR) are to contribute to poverty reduction and for the effective integration of rural communities in the economic and social life of the country. The programme, consisting of 30 sections, aims to contribute to the improvement of production and living conditions of rural communities, within a strategy supported by the involvement and participation of family farming enterprises in decision, prioritization and integration of their knowledge. Given the scope of the PEDR, its specific objectives are to: organizing the production of rural communities; increasing production and productivity of family farms; improving the living conditions of the communities concerned.
The PEDR was designed for the rural rehabilitation phase within the current economic, social and political context and aims to be an instrument to guide the Institute of Agrarian Development (IDA) in the interventions it must carry out with rural communities to improve production conditions and their lives. The aim was to establish a non-bureaucratic intervention model and essentially aimed at permanent linkage with peasants, based on their participatory involvement in the establishment and prioritization of the objectives and in the execution of the activities to be developed. The implementation of the actions envisaged will create food security at the level of rural areas and produce surpluses for the commercialization and supply of urban centers, contributing to poverty reduction and improving the living conditions of population.
The PEDR is addressed to family farmers (peasant sector), these being the units formed by the nuclear households that make use mainly of their household for the activities of the production and that benefit from the results of this activity. This agricultural company has as strategy to assure the satisfaction of the food needs of its household, along with the production of surpluses for the commercialization necessary for the counterpart of consumer goods, and that varies by region.
