Abstract
This Law, consisting of 26 articles divided into five Chapters, establishes principles and norms for the organization and functioning of the organs of the Local Administration of the State to which it is applicable at provincial, municipal and Infra-municipal levels. The organization and functioning of Local Government Agencies are governed by the principles of decentralization and simplification of administrative procedures and differentiation, without prejudice to the central powers of the Executive, aiming at bringing public services closer to citizens, in order to guarantee the speed and adequacy of the decisions of the public administration to the local reality.
