Law No. 2.130 concerning the Territorial Sea and the contiguous zone.

Section I states that the normal baseline (from which the breadth of the territorial sea is measured) is the low water mark along the coast. It is indicated in the Portuguese officially recognized maritime maps. Section II establishes and defines the right of innocent passage. Section III provides for a contiguous zone of twelve miles from the baseline. Section V confers exclusive fishing rights and jurisdiction on the Portuguese State over fishing matters in the high seas zones. That is, zones adjacent to its territorial sea, up to twelve miles from the baseline of that sea. In these zones, between six to twelve miles from the baseline of its territoral sea, the Portuguese State must regulate fishing, and enforce regulations. However, they must not discriminate against foreign ships which have the right to fish in this zone.
