Abstract
This Law aims to establish a comprehensive legal framework regulating the activities of Non‑Governmental Organizations (NGOs) operating in Angola, ensuring their alignment with the country’s constitutional, social, and economic development goals. The law seeks to strengthen the role of NGOs as partners in national development by defining their legal nature, classification, registration procedures, rights, obligations, and domains of activity. It aims to promote effective cooperation between the Executive and NGOs while improving the mechanisms and procedures guiding their operations, thereby maximizing their contribution to community development, social programs, and public policy implementation. In addition, it also aims to enhance oversight, accountability, and risk‑mitigation mechanisms to prevent NGOs from being misused for illicit purposes such as money laundering, terrorism financing, human trafficking, or other criminal activities. To this end, the law assigns broad monitoring and supervisory powers to the competent national authority, requiring NGOs to maintain transparent financial systems, undergo audits, disclose funding sources, register leadership structures, and comply with strict reporting obligations.
