Law No. 2/26 regulating Non-governmental Organizations (NGOs).

This Law defines the activities of non-governmental organizations (NGOs) and applies to all NGOs operating within the national territory. Private legal entities based on associations or foundations, whose legal regime is provided for in specific legislation, are excluded from the application of this Law. It establishes the comprehensive legal framework governing the creation, accreditation, operation, monitoring, and oversight of NGOs operating in Angola. Its main objectives include defining the legal nature and classification of NGOs, ensuring their autonomy, and regulating their registration and eligibility to operate in the national territory. The law seeks to strengthen coordination between NGOs and the Executive, promote transparency in their activities and financing, and encourage partnerships that support sustainable community development. It also sets standards to ensure that NGOs’ actions align with constitutional principles, international commitments, and national development strategies. Additionally, the law aims to safeguard the public interest by establishing mechanisms to prevent NGOs from being misused for illicit purposes, such as money laundering, terrorism financing, human trafficking, or other criminal activities. To achieve this, it introduces rigorous requirements for financial reporting, audits, internal governance, and risk‑mitigation procedures, while empowering the competent authority to monitor, evaluate, suspend, or terminate NGO activities when necessary. The law also clarifies the rights and duties of NGOs, defines rules for workforce recruitment, regulates their fiscal and patrimonial responsibilities, etc.
