Abstract
This Law, consisting of 62 articles divided into eight Chapters, establishes the Basic Act on Social Protection. The objectives of social protection are: a) mitigate the effects of the reduction of workers' income in situations of lack or reduction of work capacity, maternity, unemployment and old age and guarantee the survival of their family members in the event of death; b) compensate for the increase in charges inherent to family situations of special fragility or dependency; c) to ensure means of subsistence for the needy resident population, as far as the country's economic and social development is concerned, and to promote, jointly with individuals and families, their insertion in the community, in full guarantee of responsible citizenship.
The permanent social protection system is organized at three levels, namely basic social protection, mandatory social protection and complementary social protection and comprises the respective benefits and the institutions that manage them. The State promotes the signed international agreements with the aim of reciprocally guaranteeing equal treatment to Angolan citizens and their families. The international agreements aim to guarantee the rights of Angolan citizens who exercise their activity in other countries or move to them, as well as the conservation of acquired and training rights when they return to Angola. The foundations and objectives of basic social protection are: a) national solidarity, financed through tax; b) well-being of people, families and the community, achieved through social promotion and regional development, and reducing social inequalities and regional asymmetries; c) prevention of situations of need and marginalization, and special protection actions for the most vulnerable groups; d) guarantee of the minimum levels of subsistence and dignity, through actions of assistance to people and families in serious situations.
