Abstract
This Mid-Term Development Plan for the Agricultural Sector (PDMPSA) 2013-2017 is a comprehensive multisectoral and integrated twin-track approach, in which a set of programmes and projects are proposed and articulated, based on a hierarchy of priorities to achieve the general and strategic objectives established following the diagnosis made for the sector and government policy for agriculture, livestock, forestry and other natural resources. This Development Plan aims at implementing four specific strategic objectives.
PDMPSA promotes sustainable transformation from subsistence farming to commercial agriculture market-oriented in order to achieve food security, well-being of families and the promotion of national agro-industry. Strategic Objective 1: for a wider professional qualification campaign and transfer of technology to optimize agricultural production and productivity; through the improvement of the technical, professional and management of farmers to increase the productivity and the sustainable use of natural resources; strengthening the technical and motivational ability of professionals to meet their specific tasks in supporting agricultural and rural development of the country; creating and developing associative and entrepreneurial practices from the perspective of market orientation and the establishment of integrated and selective strategies of production ranks.
The general and strategic objectives, as well as PDMPSA goals are presented as guiding landmarks of the proposed initiatives, given that the overall objective is to promote the sustainable transformation from subsistence farming to commercial agriculture market-oriented, aimed at achieving food security and boosting the national agro-industry, combating hunger and poverty, through the development of family agriculture, cooperatives and public-private partnerships.
Strategic Objective 2 and 4 aim at: developing an efficient and competitive agriculture based on family and business production; rehabilitating and build supporting infrastructure to agricultural and livestock production; achieving food self-sufficiency in specific commodities; re-launching some traditional cultures of guaranteed income and recognized international demand; reducing imports and make the country self-sufficient in some products; increasing irrigated areas through the rational and sustainable use of water resources; strengthening the agricultural research system; generating jobs and income; promoting the main value chains of agricultural, livestock and forestry; encouraging small and medium agricultural, livestock and forestry products processing industies.
The Government Programme between others proposes the following objectives: combating hunger and poverty and promoting social stability; training the State institutions ensuring the state administration and justice throughout the national territory, etc.
