Abstract
In line with the new long-term vision that projects the future of the country, including its insertion in the international context over the next 27 years, represented by the Long-Term Strategy Angola 2050, the National Development Plan 2023-2027 (PDN 2023-2027) opens a new era in the formulation of public policies, with an approach focused on the impact of actions to be implemented in the next 5 years. It aims at strengthening the two priority development pillars, which constitutes the engines of the development process and will positively influence public choices, namely: Develop human capital, raising the level of qualification of Angolans in order to provide them better opportunities to increase their standards of living. Healthy and qualified Angolans will build a better future for themselves, their communities, future generations and the country; and Raise food security levels, allowing access to a balanced diet, increase national production and employment, making the country less dependent on the outside, and reduce social inequalities, ensuring that Angolans have a better quality of life and that can realize their potential.
This PDN brings innovation in the sense of not only financing and implementing projects, but mainly questioning the sustainable socioeconomic impact. Projects must directly impact the two pillars of development, as well as a set of transversal development filters seeking to impact youth, vulnerable communities, business environment, tax revenues, gender equality, among others. This will allow them to be prioritized, thus rationalizing the financial, human and material resources involved. With this approach, the PDN 2023-2027 will be aimed at accelerating the sustainable socioeconomic impact of public policies in areas that contribute to strengthening the pillars of development, whether through improving the business environment, which will generate employment opportunities, especially for young people and women, or through improving the efficiency of public expenditure management, in order to free up resources to support inclusive policies that favor the most vulnerable communities.
The Plan is divided into seven strategic areas. 1: Consolidate peace and the democratic rule of law, pursue the reform of the State, justice, public administration, media and freedom of expression and civil society; 2: Promote the balanced and harmonious development of the territory; 3: Promote the development of human capital, expanding access to health services, technical and scientific knowledge and skills, promoting culture and sport and stimulating entrepreneurship and innovation; 4: Reduce social inequalities, eradicating hunger and extreme poverty, promoting gender equality and solving multidimensional and transversal challenges to improving the quality of life of populations; 5: Modernize and make the country s infrastructure more efficient and preserve the environment; 6: Ensure sustainable, inclusive and private sector-led economic diversification and food security; 7: Ensure the defense of sovereignty, integrity and national security and promote the image and role of Angola in the regional and international context.
