Abstract
Angola’s third Nationally Determined Contribution (NDC 3.0) reaffirms its commitment to the Paris Agreement and national climate strategies, aiming to strengthen resilience and promote low-carbon development. Covering the period 2025–2035, the NDC integrates climate action into national planning instruments such as the National Climate Change Strategy (ENAC 2022–2035) and the National Development Plan 2023–2027. Its overarching objectives are to reduce greenhouse gas (GHG) emissions, enhance adaptive capacity, and ensure a just transition that aligns with sustainable development goals while addressing Angola’s high vulnerability to climate change. The NDC sets a dual mitigation target: an unconditional reduction of 5% in GHG emissions by 2035 compared to the 2020 Business-as-Usual (BAU) scenario, and a conditional reduction of up to 11% contingent on international financial, technical, and technological support. Priority measures include expanding renewable energy generation (hydropower and solar), reducing gas flaring in oil fields, promoting energy efficiency, implementing reforestation and assisted natural regeneration, and improving urban waste management through composting and methane capture. These actions aim to deliver measurable climate benefits while generating socio-economic co-benefits such as job creation and improved energy access.
Adaptation is a central pillar of Angola’s NDC, reflecting the country’s exposure to droughts, floods, coastal erosion, and biodiversity loss. The plan prioritizes interventions in agriculture, fisheries, water resources, health, coastal zones, and infrastructure to safeguard food security, protect vulnerable livelihoods, and promote ecosystem-based solutions. Actions include strengthening early warning systems, improving water storage and drainage infrastructure, enhancing forest fire prevention, and upgrading health and sanitation systems. Both unconditional and conditional adaptation measures are outlined, with the latter dependent on international support to address Angola’s significant capacity and resource gaps. Effective implementation of the NDC relies on robust governance, institutional coordination, and a strengthened Monitoring, Reporting, and Verification (MRV) system. Angola commits to mobilizing domestic and international finance, leveraging carbon markets, and fostering technology transfer and capacity building. The NDC adopts an inclusive approach that emphasizes gender equality, youth engagement, and community participation, ensuring that climate action contributes to social equity and economic diversification. By aligning climate objectives with national development priorities, Angola seeks to build resilience, reduce emissions, and advance a sustainable, low-carbon future.
