Presidential Decree No. 117/20 approving the General Regulation for Environmental Impact Assessment and the Environmental Licensing Procedure.

This Presidential Decree approves the General Regulation for Environmental Impact Assessment and the Environmental Licensing Procedure. This Regulation, consisting of 53 articles divided into five Chapters and five Annexes, establishes requirements to perform any environmental activity, rules and procedures that regulate the environmental impact assessment of public and private projects and the environmental licensing procedure for activities that, by their nature, location or size, are likely to cause significant environmental and social impact, as well as relative fees and fines for illegal activities.
The Environmental License must include: a) Reference documents on the best methods and techniques applicable to the licensed activity including all measures necessary to comply with the protection of the air, water, soil, fauna, flora and prevention or reduction of noise pollution and waste production, with the aim of reaching an emission limit level, in accordance with Angolan technical standards to be established in specific legislation; b) Emission limit values ​​for polluting substances, which may be emitted during the activity; c) Indications of the measures that guarantee the adequate protection of the soil and groundwater, the control of noise and measures on the management of the waste produced by the work; d) Measures and monitoring of the works, including the description of the methodology, etc.
The Presidential Decree is divided as follows: General provisions (Chap. I); Environmental Impact Assessment (Chap. II); Environmental licensing (Chap. III); Inspection, Fines and Fees (Chap. IV); Final provisions (Chap. V). Annexes specify activities of different categories and requirements to be satisfied to perform such activity.
