Presidential Decree No. 122/22 approving the General Plan for the Development and Use of Water Resources in the Kwanza Hydrographic Basin (PGDURHBH Kwanza).

This Presidential Decree approves the General Plan for the Development and Use of Water Resources in the Kwanza Hydrographic Basin (PGDURHBH Kwanza). The PGDURHBH Kwanza's primary objective is to constitute a decisive instrument to ensure the adequate use of national water resources, guaranteeing sustained socio-economic development and the environmental preservation. In line with the objectives established in the Water Sector Development Programme (Resolution No. 10/04 of the Council of Ministers of 11 June), with regard to the planning mechanisms for the use of water resources, the main strategic objective of the The elaboration of the PGDURHBH Kwanza consists of having an instrument that promotes the management of water resources, and the content established for the water resources plans defined in the Regulation for the General Use of Water Resources (Presidential Decree No. 82/14, of 21 April ), taking into account the deep relationship between the water resource, the land resource and other associated resources, as well as the need for coordination of sectoral interventions. In this sense, the PGDURHBH Kwanza should make it possible to draw up guidelines for the participatory, sustainable and equitable management of the basin's water resources, promoting the fight against poverty and increasing the social and economic benefits of the populations of the region, in particular, and of the Country, generally.
The elaboration of the General Plan for the Development and Use of Water Resources in the Kwanza Hydrographic Basin (PGDURHBH Kwanza) is part of a broader program of development of the Water Sector in Angola, which involves the application of investments in the various components of the sector that are under the responsibility of the Ministry of Energy and Water. Within this scope are urban and rural water supply, wastewater and rainwater drainage, effluent treatment and discharge, irrigation, river fishing, energy production, flood and drought control and other activities related with water environment (aquaculture, river navigation, inert extraction, ecotourism), in addition to the implementation of regional structures for the management of water resources.
