Abstract
This National Water Plan (NAP), is a document that defines, in a technical, socially, economically and environmentally sustainable manner, integrated and articulated, guidelines and strategies related to water resources management, inventory of significant issues, definition of planning scenarios and the definition of short, medium and long-term measures and actions for the water cluster in Angola. It was developed taking into account fundamental axes of action and intervention, such as: Integrated Water Resources Planning, the establishment of a programme strengthening research and development related to the various aspects of water use, strengthening and modernization of the institutional, legal and regulatory framework related to water sector and the creation or support of public and private partnerships. Livestock farming plays an important role in the reconstruction of Angola and is a priority economic activity for food security, guaranteeing a significant part of the food security of the rural population (2.4.4).
The general water resources plan includes a set of general, strategic and specific objectives with established time frames implying the implementation of measures and actions that are adequately substantiated through physical and financial programming. The main strategic objectives to be achieved, which reflect the strategic issues and lines of macro-policies, plans and programmes relevant to the country, as well as environmental and sustainable issues, are listed below: Promoting economic growth sustained and territorial balanced development of Angola; Promoting the fighting against poverty and improving the quality of life of the Angolan population: Establish a support plan for the country's development, incorporating the definitions and strategic options related to water; Promote the sustainable and coordinated management of the surface and groundwater resources of Angola. The generation of development scenarios is based on the analysis of the main sectors that use water resources, both in empirical and non-consumptive way. The sectors that tend to be more generally represented as competing for water are irrigated agriculture and Hydro-power Energy, although in some situations a significant synergy between the two can be identified.
Due to its natural characteristics, Angola is generally affected by extreme rainfall events, which can cause high human, material, economic, social and environmental damages, which are compounded by the disorganization of the country and insufficient mitigation infrastructures. Among the various disasters and natural disasters that have occurred in recent years in the country, the following are related to water: floods, droughts and erosion (2.6).
