Abstract
This Executive Decree establishes the regulatory framework governing private industrial estates in Angola, specifically Industrial Development Hubs (PDIs) and Rural Industrial Parks (PIRs), with the primary objective of ensuring their proper recognition, organization, and supervision within national industrial policy. The regulation aims to standardize the legal and administrative criteria for the classification, registration, and operation of privately developed industrial infrastructures, including the procedures for recognition, technical supervision, and use of legally protected designations. It provides detailed rules on the conditions under which private projects may qualify as PDIs or PIRs, emphasizing essential elements such as industrial vocation, infrastructure availability, coordinated management, and capacity to host multiple independent economic operators. The framework also introduces mechanisms for classifying non-qualifying projects as “similar private industrial enterprises” to ensure their monitoring and gradual compliance, thereby strengthening transparency and legal certainty in the industrial development landscape.
In addition, the regulation seeks to promote sustainable industrial development and orderly territorial planning by reinforcing institutional coordination, improving data management through a national registry, and establishing clear obligations for operators regarding infrastructure, environmental compliance, safety, and reporting. It aims to support economic diversification and local development, particularly through the promotion of rural industrial parks linked to local value chains such as agro-industry and resource-based production. The plan also enhances governance by ensuring transparency in the use of official designations, preventing misleading practices, and enabling continuous technical supervision and corrective measures.
