This Presidential Decree approves the National Sanitation Strategy led by Communities and Schools in Angola 2019-2030 (ENSTLCEA). Total Sanitation Led by Communities and Schools (STLCE) is an innovative community approach developed by Kamal Kar (Bangladesh, 1999) to increase sanitation and hygiene coverage, successfully reported in several countries. This approach facilitates the process of training and empowering the local community and schools, to reduce outdoor defecation, promoting the construction of latrines with local technologies and materials and without recourse to external support, and promoting better hygiene practices. The ENSTLCEA aims at universal access to sustainable, adequate and equitable sanitation and hygiene for all by 2030, in order to contribute to poverty reduction. ENSTLCEA is organized into 4 Strategic Objectives, each with a set of specific strategies. Strategic Objective 1: Improve the institutional environment and governance and leadership practices for the implementation of STLCE; Strategic Objective 2: Ensure sustainable financing for STLCE; Strategic Objective 3: Improve the STLC implementation and management system to increase access to sustainable sanitation and improved hygiene practices; Strategic Objective 4: Strengthen the monitoring and evaluation system at local and national level.
