Abstract
The National Development Plan (NDP) for 2018-2022 is part of the hierarchy of planning instruments to promote the socio-economic development of the country. It is also influenced by a set of international commitments whose scope of development requires its integration into the national planning instruments. According to the Basic Law of the General Regime of the National Planning System (Law No. 1/11 of 11 January), the National Development Plans are medium-term planning instruments that implement the Long-Term Strategy (ELP). The achievement of these global objectives underlies a multidimensional development perspective and is supported by the pursuit of Specific Strategic Objectives in key areas, such as: Unity and National Cohesion; Human development; Equitable and Sustainable Development; Economic development; Knowledge and Innovation Development; Socio-Cultural Development; Building a Democratic and Participatory Society; Territory Development; etc. (pag. 3517).
The NDP 2018-2022 is the second medium-term planning exercise carried out under the National Planning System in force and aims to promote the development socio-economic and territorial context of the country. The NDP is multiannual and prospective Plan, covering the national, sectoral and provincial levels of planning, and implements the country's long-term strategic development options, as set out in the Angola 2025 Long-Term Strategy (ELP) through the following objectives: promote the productive inclusion of poor households, contributing to local economic development; reduce extreme poverty at rural and urban levels, raising the standard of living of citizens in extreme poverty through social transfers; promote local development and fighting against poverty through coordinated management of Integrated Plan for Local Development and Combating Poverty 2018-2022 (PIDLCP), based on an adequate selection of target territories and beneficiaries and on institutional coordination; promote the protection of children and ensure their well-being, through integrated social intervention; Promote equal opportunities for men and women, with the recognition and appreciation of the role of women in all areas of society, political, economic, business, labor, personal and family through information and awareness of communities on gender issues; combating extreme poverty and ensuring food security for people in situations of temporary vulnerability by providing temporary support services adjusted to the needs of families, ensuring better living conditions, through targeted social support; etc. (pags. 3533-3538).
Axis I is a central dimension of the whole Plan, since improving the well-being of citizens and the quality of life of Angolan families, reducing poverty and inequalities and promoting the level of human development are conditions essential for the country's economic and social progress and are a priority for the Executive. Axis I integrates eight policies: Population; Education and Higher Education; Human Resource Development; Assistance and Social Protection; Housing; Culture; Sport. Axis 2 includes five policies: Sustainability of Public Finances; Business Environment, Competitiveness and Productivity; Promotion of Production, Import and Diversification of Exports; Environmental Sustainability; Employment and Working Conditions. Axis 3 comprises four policies: Transport, Logistics and Distribution; Electric Power; Water and sanitation; Communications. Axis 4 consists of three policies: Reinforcement of the Bases of Democracy and Civil Society; Good Governance, State Reform and Modernization of Public Administration; Decentralization and Strengthening of Local Power. Axis 5 integrates two policies: Territorial Development; Land Use Planning and Urban Planning. Three policies are part of Axis 6: National Defense; National and Citizen Security; Strengthening the role of Angola in the International and Regional Context (pags. 3496-3498).
In order to achieve these objectives, the PDN 2018-2022 assumes six major priorities for territorial development: enhancing the extraction of value from investments already made, decentralizing development; ensure a territorial balance in the allocation of basic conditions for the performance of economic activities; promote a network of cities that support and stimulate the development of the least potential territories and integrate the territory and break the isolation of the most remote areas (pag. 3497).
