Presidential Decree No. 169/18 of 20 July approving the Programme to Support Production, Export Diversification and Import Substitution (PRODESI).

PRODESI is an executive program to accelerate, in a focused and effective manner, the diversification of national production and the generation of wealth in a set of specific productions and sectors to be integrated into clusters with greater potential for generating value and exports and the possibility of import substitution in various sectors of the economy, in order to reduce its dependence on oil and improve the country's current economic and social situation. In particular, it aims to accelerate the diversification of the national economy, prioritizing this acceleration by fostering production and export chains in non-oil sectors and in sectors with strong import substitution potential. In addition, PRODESI foresees that the focus of actions to accelerate economic diversification, whether through import substitution or through diversification and increased exports, will be directed towards the production of priority goods and services, so that they can gain scale and create intra- and inter-sectoral relationships that allow for the construction of production chains.
As these chains gain robustness and inter-sectoral density, production clusters will be built in areas such as the following fields: 1. Agroindustry and Fisheries; 2. Mineral Resources and Petroleum; 3. Industry; 4. Hospitality and Tourism. PRODESI will pursue the following Fundamental Objectives: 1. Increase production and sales volume of priority products and sectors, accelerating diversification and enhancing national comparative advantages; 2. Reduce expenditure of foreign exchange resources on basic food baskets; 3. Increase inflows and diversify foreign exchange sources; 4. Increase sources of foreign investment and the volume of foreign direct investment made in production and production sectors; 5. Improve the national business environment.
