Abstract
This Presidential Decree approves the Statute of the National Institution for Biodiversity and Conservation Areas (INBAC). The Statute, consisting of 25 articles divided into five Chapters and three Annexes, establishes composition, duties and responsibilities of the above mentioned administration, entitled to ensure the preparation and implementation of the policy for the sustainable management of biodiversity and the National Environmental Conservation System. INBAC has the following duties: implement policies and strategies in the field of biodiversity conservation and management of Environmental Conservation Areas; ensure the preparation of programmes and plans for the management of Environmental Conservation Areas; carry out research on biodiversity and encourage the preservation of genetic heritage; classifying the ecological factors influencing composition, structure and functioning of ecosystems; promoting the rational management of flora and fauna and the conservation and sustainable management of biodiversity; proposing the reclassification, creation and extinction of Environmental Conservation Areas and ensuring their sustainable management; implementing international conventions relating to nature conservation and biodiversity resources; monitor and supervise all activities involving the exploitation, use, protection and conservation of biodiversity resources; supervise trade of fauna and flora products and by-products from ports, etc.
