Presidential Decree No. 197/25 establishing the Technical Unit for the Use and Development of Irrigated Areas in Cunene (UTADPIC) and approving its Statute.

This Presidential Decree establishes the Technical Unit for the Use and Development of Irrigated Areas in Cunene (UTADPIC) and approves its Statute. The purpose of UTADPIC is to ensure the use of irrigation infrastructure and the development of agricultural and livestock activities in the irrigated areas of Cunene as part of the fight against drought in Cunene. UTADPIC has the following responsibilities: ensure, throughout the perimeter, the preservation of transhumance routes, access to water points for the population and for watering livestock, with a view to modernising and rationing land and water; monitor the implementation of agricultural, agro-industrial, forestry, environmental and agrotourism projects and plans and to provide technical assistance, experimentation and agricultural extension; ensure the use and exploitation of land by concessionaires, as well as surveying and irrigation water services; ensure the collection, transport and distribution of raw water for irrigation and animal consumption; manage and control the primary and secondary irrigation and drainage system, including basic infrastructure, namely the pumping system, protective dykes and service roads; promote the creation of mechanisms that enable the collection and processing of basic information on meteorology, hydrometry, soils and the environment in general; give opinion on the characteristics of the means of production to be introduced in the perimeter area, in terms of land use planning and environmental impact; increase productivity etc.
